Puzzle 28

Okay this one should be obvious but maybe not. It requires a good bit of thought. I’d like to, first, give thanks to folj.com because I’ve been getting most of my puzzles from them or the wording at least. I normally have heard of the puzzles beforehand. So thank you!

Answer on Saturday and new one on Monday. I believe most of you will get this right away considering recent events ;)
